With the release of Patch 3.6 of Killer Instinct, along with balance changes and a new Thunder costume, 3 new character slots will be added. One of those slots was revealed as Kilgore, who looks to be an early prototype of Fulgore.Ultra Combo:
Kilgore is slated for a January release.

So I updated today and it says he's coming in 12 days (and a few hours),so January 3, which is pretty soon.

Ultratech producing all of those Fulgore type machines it is cool to see another have gameplay and he is really cool. On one of the other new character that is koming I would like a female Tusk.

Before Fulgore and the Mark 03 units were introduced to the world, Ultratech created a line of failed cyborgs during the secret CCIX Program. These hulking battle machines bore twin overpowered chain guns that tended to overheat, making them unstable and unfit for service. But one cyborg—nicknamed Kilgore—became self-aware, and started rewriting his own software to account for this deficiency in his hardware. Saved from the scrapheap, this special unit has been brought out of retirement by ARIA to enforce her will…and Kilgore obeys.

Fulgore's is loads better than the first five, but it's still not great. What would've made it great is if he didn't already have that same move while fighting. Once again IG's lack of creativity with these ultimates prevails.
